ALL GLIAC STAFF- WE ARE APPROACHING THE HALF WAY MARK IN OUR SEASON. ALL
CONTESTS THAT I HAVE OBSERVED TO DATE WHICH INCLUDES THE INFORMATION AS
RECEIVED FROM OUR GLIAC EVALUATORS INDICATES WE ARE DOING A PROFESSIONAL
JOB. I DO HAVE ONE AREA WHICH I HAVE NOTICED AT TIMES INDICATES WE COULD DO
A BETTER JOB. THIS AREA IS WITH THE BENCHES WHERE THE ASSISTANT COACHES ARE
BEING ALLOWED TO STAND FOR EXTENDED LENGTHS OF TIME. THE NCAA HOLDS US
SUPERVISORS ACCOUNTABLE FOR THIS VIOLATION.
I AM ASKING THAT WE ALL BECOME MORE AWARE OF THIS RULE I REALIZE THAT
MOST OF THE TIME THE COACHES ARE NOT CAUSING US DIRECT PROBLEMS, BUT IT
STILL IS A RULE VIOLATION AND NEEDS TO BE ADDRESSED. I DO BELIEVE COACHES
WILL WORK WITH US ON THIS MATTER IF APPROACHED IN A PROFESSIONAL MANNER.
KEEP UP THE GOOD WORK AND KEEP ME ADVISED OF ANY OUT STANDING ISSUES.

GLIAC STAFF - PLEASE BE ADVISED THAT ALL BASKETBALL CONTESTS MEN/WOMEN AT
GRAND VALLEY STATE UNIVERSITY WILL BE PLAYED UNDER THE 16,12, 8, AND 4 TIME
OUT FORMAT. PLEASE MAKE SURE THAT THIS CHANGE IN PROCEDURE IS PLACED IN YOUR
PRE-GAME TALK.

Ladies and Gentlemen,
This memo contains several very important points.
First, I have updated the instructions for Downloading game video from Game Tape
Exchange. You will receive your EMAIL/PASSWORD combination from me in
an Arbiter email. You can obtain the rest of the instructions by
clicking here.
Second, there has been a revision to the GLIAC MEDIA POLICY.
The change will be in the wording of the policy to include
internet video streaming with paid advertising as an exception
to use the 16-12-8-4 media timeout method.
The revised policy reads:
“Media timeouts: during the regular season media timeouts will
be used at 15-10-5 minute marks unless there is live television
coverage or internet video streaming with paid advertising, then
the 16-12-8-4 method will be utilized.”
This change reflects the growing number of schools who are
adding paid advertising to their video webcasts.
It will still be the responsibility of the home to notify the
visiting team and officials (including John Kirk) of which media
timeout method (16-12-8-4 or 15-10-5) that will be used during
each contest.
Again, please take notice of the note at the bottom of the
NCAA
Timeout Comparison chart that reads:
“The electronic-media timeout
format MAY NOT be used without the presence of paid advertising
in a live game.“
Lastly, I have included a copy of the
Instructions to Game Clock and Shot Clock operators. Please make
sure that you print out a copy of this document and keep it with your
pregame materials.
Please take time to read over the revised media policy and both
attached documents (Timeout Comparison chart and Clock Operator
Instructions).

This meeting is MANDATORY! If, for some reason, you cannot make it,
I must know about it ahead of time and excuse you. You can mail the
form and check immediately or bring it with you to the clinic.
Please get your signed Physical Form into the GLIAC office before October

Lastly, here is our 2009-2010 GLIAC Official's Policy and Procedures:
GLIAC OFFICIALS POLICY AND PROCEDURE
2009-2010 SEASON
BOTH OFFICIALS U-1
AND U-2 ARE RESPONSIBLE FOR CONTACTING THE REFEREE AT LEAST 48 HOURS PRIOR
TO THE DATE OF THE CONTEST. THE REFEREE IS TO CONTACT THE SUPERVISOR VIA
E-MAIL TO CONFIRM THAT ALL CONTACTS HAVE BEEN MADE 48 HOURS PRIOR TO THE
CONTEST DATE. THIS POLICY IS MANDATORY.
THE REFEREE IS ALSO RESPONSIBLE FOR CONTACTING THE
SUPERVISOR RELATING TO ANY NON-TYPICAL SITUATIONS NO LATER THAN 7:00 AM THE
FOLLOWING DAY OF THE CONTEST. IF IT IS AN
URGENT SITUATION PLEASE CALL IMMEDIATELY.
ALL CREWS ARE TO BE IN THE LOCKER ROOM OF THE GAME SITE NO
LATER THAN 75 MINUTES PRIOR TO THE STARTING TIME OF YOUR CONTEST.
PLEASE BE ON THE COURT (MEN’S THIRTY MINUTES) (WOMEN’S
FIFTEEN) PRIOR TO THE CONTEST. ALSO BE AWARE OF YOUR TIME AT THE HALF.
NO ONE IS PERMITTED TO WORK TWO GAMES WITH IN A TWENTY
FOUR HOUR PERIOD.
THE REFEREE IS RESPONSIBLE TO INITIATE A PRE-GAME
CONFERENCE WITH THE TABLE PERSONNEL PRIOR TO EACH CONTEST. DO NOT FORGET THE
PRE-GAME CONFERENCE WITH YOUR CREW.
DRESS PROFESSIONAL. NO JEANS OR JOGGING SUITS ARE
PERMITTED. ALWAYS LOOK PROFESSIONAL AND YOU WILL BE PROFESSIONAL IN YOUR
CONTEST.

The Media Policy for the GLIAC is to be applied in ALL
contests. As of this writing, the procedure can be reviewed by clicking

If you are advised before a GLIAC game that you are
working a TV contest, please use the 16:00/12:00/8:00/4:00 Media Timeout
format as outlined in the NCAA Rule Book. Furthermore, please be sure
to thoroughly pregame this and determine (if a monitor is in an appropriate
location) when you may go to the monitor during the contest.
We continue to stress the importance of adhering to the
Bench Decorum Rule. The NCAA stresses this to me in every conference call,
every meeting and every memo. Here is the final document, for your review.
You ARE EXPECTED TO FOLLOW THIS TO THE LETTER. I'm not asking you to
forget what good judgment is about, but this is the rule and it is a Point of
Emphasis.
Please review the only circumstances that a coach can be out of the coaching
box prior to beginning the season and in every pregame conference.

The GLIAC Conference is making their
Game Tape Exchange available to officials!
Schools are required to download their home league games immediately following
completion (not greater than three hours after the contest). Officials
will now be able to download and view games on their home computers and review
them at their leisure to improve their skills. ALL OFFICIALS WILL BE
EXPECTED TO USE THIS VERY VALUABLE TOOL REGULARLY.

COUNT A LESSER AMOUNT OF ASSIGNED GAMES. THIS DOES NOT NECESSARILY REFLECT ON
YOUR PERFORMANCE. THIS SEASON AS YOU KNOW WE HAVE LOST TWO TEAMS FROM OUR
ROSTER. THIS LOSS EQUATES TO APPROX- 25 LESSER CONTESTS FOR ME TO ASSIGN. ALSO
ADDED TO THE NUMBER OF GAMES THAT WE PLAY THE GLVC CONFERENCE AT THEIR HOME
SITES WHICH IS A EVERY OTHER YEAR SITUATION THAT TOTAL GROWS TO APPROX- 32

THIS WILL CHANGE IN THE NEAR FUTURE AS THE RESULT OF OUR ADDING ADDITIONAL
